A third man from the Seat has been taken to hospital with life-threatening injuries.
The driver of the van was taken to hospital with minor injuries and has since been discharged.
Detective Sergeant Paul Hughes from the Serious Collision Investigation Unit, said: “This is a tragic incident, and our thoughts remain with loved ones affected.
“We have specialist family liaison officers supporting them at this terrible time.
"We are in the early stages of our investigation, and I would ask that people put all those involved first and do not speculate on the circumstances.
“If anyone has any information about the collision or any footage of the collision or the vehicles beforehand, I would ask them to get in touch with us.”
You can do this by emailing sciu@westmidlands.police.uk or calling 101 quoting log 657 of 6 Aug.
A cordon remains in place on Kent Street while officers conduct enquiries.
